Publications, Royal Commission on
The Royal Commission on Publications was established on September 1960 to examine the impact of foreign publications in Canada on domestic periodicals, with particular emphasis on questions of competition and national identity. It is also known as the O'Leary Commission for its chairman, Grattan O'LEARY. The commission's recommendation that the deduction from income tax of advertising expenditures aimed at the Canadian market but appearing in a foreign publication be eliminated became law 16 years later, when Bill C-58, the so-called "Time-Reader's Digest Act," was proclaimed despite the aggressive lobbying campaign of Time magazine in particular against the proposed legislation.
